Is this a M1949 or M1955 uniform?

That (as Doug says) is a M1955 tunic for (judging by the blue piping) for KGB. I have one of these tunics at home and are quite rare.

I was curious about the buttons in the upper edges of the shoulderboards. Haven't seen such on M1955.

The button on the shoulder board looks like it is from the correct era but should definitely not appear on the shoulder board. All shoulder boards should be stitched to the shoulder (after 1949). If there were exceptions then this practice is not according to regulations and certainly not widespread.
