I think this one is from Cuba - note the crest on the top of the badge.

I am asking because apparently lots of Cuban stuff was made in the Soviet Union. |

I have actually seen such badge in wear by the sodiers patrolling the beach in Cuba. I believe it is NCO/EM version and I am not sure if the state emblem was not colored, but can't check - they refused when I asked them if I can take a photograph.
It was two years ago, so likely they are still in use. |
