You're possibly right about it having a repaired loop. Some good macro photos of the loop would be helpful. If you don't have a macro feature in your camera, just shoot through a magnifying glass.

Can you identify the metal this medal was constructed of? Is it brass? A larger, clearer photo of the medal would be helpful.
