It is a photo of an officer. Now that in itself is not interesting. But look at the second photo and the lower ORS. It is missing the enamel on the 10'oclock arm.
Interesting that he didn't feel the need to have it repaired before the photo was taken.
I'm guessing this guy was proud of what he earned.
