Nikolai Yakovlevich Milto was a private in the partisan brigade "Chekist". ID issued in 1980.
The surname is surprisingly common, but there's only one Nikolai Yakovlevich Milto on podvignaroda awarded OPWII'85 - I think it's the guy, as the birthdate of 1927 indicates someone who probably was too young for the regular army. It also fits the photograph - the guy seems to be rather in his 50's than 60's.
