Badge "In Memory Of Service".
A trusted Russian source indicates this to be a PMR badge, though there is no "PMR" or State seals on it and the post colours of green and red are used in both Russia and Belarus (at least). But the general manufacturing features DO indicate this to be PMR, so I'll go with my source. Anyway, it's a nice heavy badge of brass and enamel with a screw back. No markings of any kind on either the nut or back. It reads, "For Memory of Service".
