Is this an evolution from this one?

Trying to sort out the various schools and their badges is pretty complex, and gets far worse now that it seems that anyone with money to hang up a sign and have a badge made can come up with a school badge, whether they have students, classes, or faculty or not.

The badge (diamond shaped) you have displayed above is the graduation badge of the Finance and Economy Institute (the word "institute" - in communist country was an equivalent of the western colleges).

The badge with the abbreviation "СЭЗТ" on the obverse belongs to a lower level-vocational education establishment (техникум in Russian). Since 1990s, these vocational schools have also been called "colleges". I do not know if these vocational schools back in 1970s and 1980s issued graduation badges. It is highly unlikely that they did. What I think is that the badge was produced in commemoration of the anniversary of the school or just to raise the profile of the school (similar to R 42 in battushig). I have seen and probably you did as well that there are other school badges (not graduation badges) starting with the high-schools (R 39-41 battushig) and ending with universities (R 30). So I would classify this "СЭЗТ" badge under the education field. Within this field, we can create subfields as "Graduation badges" and "School/vocational school, college and university badges".
