Identification Book, #101, of Z.S. Tolopillo of the National Commissariat (Ministry) of Finance, Chuvash, Autonomous Soviet Socialist Republic dated July 9th, 1942, valid until December 31st, 1942, and extended until December 31st, 1943.

These regional identifications are so much more interesting and quirky than the more general All-Union stuff. The Chuvash ASSR had a population of under one million. The Chuvash ASSR was too deep into the RSFSR for the Germans to reach but Cheboksar (The capital) had 20 bombs dropped on it during a single plane raid on 4th November 1941 - not too long before this was issued.
