NO, the HSU could not be awrded the title of Hero of the USSR. When a unit was awarded a title or honor it was added to their name, such as 180th "Red Banner" "Kievskaya" Division. There were no "Hero of the Soviet Union" titles added to any military units.

Whilst Researching for the HSU Threads I have been keeping a look out for any mention of HSU Awards to Factories and to Date I haven't found any indications that they have been awarded any. I'm still continuing the research though so you never know what might still pop up. I still think it was unlikley though.
As regards to the whereabouts of the City awards, sorry no luck either. :(

The only city Hero star I have seen in person is the one in Stalingrad / Volgograd. It is in the Museum of the Defence of Stalingrad, along with the sword given by Churchill and loads of other awards from other countries.

As I already said before, the real star for Leningrad is held at the StP city hall. On the front of the building are representation of the awards, the real things are inside.

Here is a bit of info and a few pics of the 10th of April Square
This roundabout with a large obelisk at the southern base of Pobedeh Park, is called April 10th, in memory of the April 10th, 1944, the day when Odessa was liberated from Nazi invaders. It was unveiled on April 10th, 1984.

For the outstanding services to Motherland, courage and
heroism demonstrated by the working people of Odessa
