The seller of this one just says "Soviet military officers hat cockade." I have never seen one like this so I can neither confirm nor deny the veracity of this statement, but with the damage to the enamel on the 3 o'clock arm, I'd say it is probably from the early 1950s? It even has what looks like silver in at least the state seal (which has 16 ribbons).
