Badge "Excellent In The Voluntary Fire Service Latvian SSR".

Hi, I have been travelling in Estonia and Latvia and of course looking for interesting medals/badges.
One badge that I bought I think is some sort of
Fire mans badge ? A Latvian piece.
Is there anybody who knows something about this ?
Exc made in brass and numbered 4222 on the back
