Aparently these new medals are issued by the or a Russian Chernobyl veteran group.
" Zum Gedächtnis Tschernobyl der Tragödie." Den 26. April 1986. Zum Gedächtnis für die Liquidation der Folgen der Katastrophe XX Jahre. Das Bündnis "Tschernobyl" Russlands. 1986 – 2006. Roughly translates as: "In memory of the Chernobyl Tradegy" from 26th April 1986. In memory XX years after the Liquidation of the results of the Disaster. Gruppe of Veterans "Chernobyl" Russia 1986- 2006 Eddie.

I found this medal on **** and described as "Medal. Belarus. 20 years nuclear holocaust in Chernobil 1986." A website that lists all of the official medals for Belarus has no information on it, and President Lukashenko did not say much about this medal.
