Educator's Membership Document

Here's a neat little membership card for some kind of educator "house" which for 1929 would fit Bulgakov's "MASSOLIT" sarcastic view that these little "clubs" were another attempt at forming a class and there were many of these types of things.

Point is, the email that tells me which republic it is from is hopelessly lost in the hundreds of emails I got since the guy who sent me the doc and because there seems to be more than just Russian and one other language. Even if I'm wrong about that, I still don't recognize the language at all.

Anybody know which Republic? I ask because I don't even recognize what it says is the SSR in Russian.

Also, as plain as it is on the inside, the design on the outside is pretty intricate and crisp in detail (for paper that old).
