Too bad. By the time the medal is worked out, all the blokes will have passed.

Re: UK Won't Let British Veterans Accept Russian Medal
"Britain's wartime leader Winston Church" is about par for the quality of this article.
Time takes time for the desk jockeys but if they are working on an Arctic Convoy Star, they are taking longer over it than the Canal Zone Bar for Suez. Arctic Conveyors will have already received the Atlantic Star for their campaign service in that theatre of the war and will also have received gallantry awards from the king for any recorded distinguished acts on the seas to Archangel. The article also states the Convoy was "Northern Scotland" to "Russia" where in fact the majority were from Liverpool and Kingston Upon Hull (Hull being the only city other than London to be continuously "Blitzed" for the duration). There are still lots of the old boys left alive due to the vast numbers who participated and the fact that service on the seas in the Merchant Navy was not subjected to the same age restrictions as the British Army. BBC - WW2 People's War - Dad's Story - in the Merchant Navy Aged 13 This being said I am still working on obtaining a British War Medal for someone who did over 19 months service during the Second World War - 68 years later.

What is the harm? It is not like they are committing the British Government to paying the recipients additional retirement sums.
