Here is a Tashkent Okrug Board Of Defenders Identification to Mihail Pavlovich Nechaev. Valid from 1st February 1930 (Tashkent Okrug being dissolved on 30th July 1930). If the numbers at the top are a join date (3rd December 1929) and date of birth (1858) this would make Nechaev quite an old defender during all of the Soviet period (59 during the revolution).

I think this may be a page from a booklet at there seems to be rust stains from perished staples.
