Commemorative Badge "Gangut".

Gentlemen, I need your help:

What is this medals? Some kind of war veteran association´s unofficial medal?

It is interesting for me because it has been given to a veteran who has served in Hanko naval base. The city of Hanko is in Finland and the city was occupied a short period by soviet troops after the Winter war.

the medal itself named "Gangut" I think this name goes back to Peter the Great times.

Gentlemen,

Gangut is the Russian name for Hanko.
