Russian Radio Signals as far as I can tell. I have a pullover, M1935, that has these buttons on it. Non-military, like rail service but takes care of communication lines inside USSR. Thats a loose guess based on little info.

The Bekesi book on security services indicates that this button is from the Ministry of Telecommunications.

The buttons are indeed Minsvazi or Ministry of communications - likely so old they were NKSvazi - pre-WWII.

This was a civilian organization which ran the state phone and telepgraph lines. The army and state security had seperate organizations.
