Naval Battalion Commissar Insignia

..what is it? These are souvenirs from a Swede at the Hanko front, 1941. I think they are for a mischman in the engineertroops. But navy is not really my thing.

Anyone?

This is sleeve insignia for battalion commissar (batalionniy komissar) military rang for political personal equal to major.

No it is Navy. This type of insignia existed from 1936 through 1943.
Red color was for political personal only. Star with red center and golden rim was too for political personal only, rest of the Navy commanding personal had solid gold stars.

In 1943 Navy colors were changed, and red became color of coastal service, medical, veterinarian and justice.
