Distinction For National Culture.
The Distinción por la Cultura Nacional is awarded by the Consejo de Estado, República de Cuba for work made in the enrichment of National culture and in the promotion of the Arts. awarded to Cuban and foreign citizens in recognition to reached merits.
Decreto Ley #30 Awarded to Cuban and foreign citizens in recognition of reached merits and for efforts made towards the enrichment of national culture and promotion of culture labour. The Distinction “for the National Culture” will be awarded by the Minister of Culture.

Look at the ribbon on the Medalla "Alejo Carpentier"-- I think these two awards are functionally, if not called that, 1st and 2nd Classes to each other.
It seems normal Cuban practice to add a white stripe on a lesser grade-- as this one has in relation to the other award's design. |

Yes Rick interesting, both are awards for culture and the Medalla "Alejo Carpentier" (one stripe) is higher on the precedance list we have. The Distinción por la Cultura Nacional seems to have been awaded twice a year not sure about the Medalla "Alejo Carpentier" yet.
