Navy uniform with strange collar

Hi,
I saw this navy officer unfiform. What looks really strange to me is the embroidered collar insignia, as far as I know they were made of metal.
Did such insignia exist?

Could be a special-purchase as well, like the embroidered officer shoulder board stars. Somewhere I have a drawing of the naval honor guard uniform, I think those had sleeve patch(es) and sleeve embroideries.

I have another question for which I do not want to open a new thread.
I own this nice old-style navy tunic produced in 1978 and a cap. But this cap does not have the typical piping on its crown. Does it belong to a special branch of the navy? Why do the tunics of this kind always are painted in lighter blue in the official books?

The cap is in my opinion not a navy cap at all.
It is a ministry of communications one, which is getting harder and harder to find tease day's.

But this is said on some what not optimal pictures, any change of better one's.
Lets say sharp outside, buttons and inside. maybe a comparing other cap for the color.

Actually, the cap doesn't look Soviet to me, but rather from the post-Soviet period.

Regarding colors in regulation books, I believe that Navy uniforms are depicted using lighter blue so as not to get them confused with black uniforms.

Here are the pics. I've put a regular navy service cap on the right side.
The inside of the cap is heavily worn and there are normal navy buttons on it.

@Marc: It is only this kind of tunic which is coloured in the regulation books like this. The other navy uniforms have thier normal colour.

Thanks for the better pictures.

It is a soviet cap for sure, it was used too.
I think it was used in the 80's.

This model and type was intended for mining ministries.
Is has a somewhat unusual visor, although they are more common on civil caps.

The band it velvet as can be seen on the pictures better not, there is even a impression of a gold cord left around the cockard.

Change the buttons and cockard and you have a proper cap, make it perfect and add a gold cord to it.
