I agree. Not only is it a fake, but there are a number of tell-tale things about it that give it away. I won't list them all here in case we are being observed by would-be counterfeiters, but I have seen dozens almost identical to this one (and even have one or two on hand for reference). I knew one of the fellows basically mass producing these documents and before I found out what he was doing, he offered to send me very nicely made blank documents (sometimes even real ones) and to enclose the necessary stamps for completing them once a photo was in place. The folks making these have the right tools, but they always make mistakes.

One mistake I can mention is the missing serial number for the "Honored Employee" award this document is supposed to be for. Though not an absolute rule, when you see a blank where the number should be, start doubting very seriously.

The 2nd part of the "Ministerstva" word is clearly slipped down, which I think is a bad sign...Connected "horns" of the 1st "Y" might be just as well...

Lettering in general is usually my thing - and I didn't notice that all of the spacing is almost random. It is certainly not professional.
