Here is the Badge "For Labour Distinction" awarded by the Main Management Of Labour Service.

This example was awarded to Emil Benev on the occasion of his 60th birthday on 11th February 1970 (Ain't it grand when it tells you why?).

I've not yet worked out just what "Vol." relates to.
The "Главно Управление На Трудовата Повинност" was a department under the Ministry Of Internal Affairs. In other words (and later renamed) "Construction Troops", disbanded in 2000 (after 80 years).
