This badge was established in 1956 and issued by the Agency for Local Antiaircraft Defense which until 1960 was subordinate to MVD rather than Ministry of Defense. It’s a relatively scarce piece issued at the height of the Cold War tensions. It would be a great addition to any Soviet collection.
Please note that the screw plate is period but not original to the badge. It does however thread on.
“BADGE OF EXCELLENCE OF THE MPVO:
On October 4, 1932, a centralized all-Union structure of local air defense (MPVO USSR) was created in the USSR. MPVO arose in large cities, at important and closed industrial, transport, and communications facilities, in institutions and educational institutions. The all-Union system of MPVO was created for defense measures aimed at protecting the population and the national economy from enemy attacks from the air and eliminating the consequences of the attacks. In 1940, as the Main Directorate, MPVO was included in the NKVD-MVD USSR system.
Local air defense acquired a particularly broad scope during the Great Patriotic War: units and formations of the local air defense neutralized aerial bombs and artillery shells, extinguished fires and blazes, and restored bridges as well as prevented accidents, and provided medical assistance. In 1961, the MPVO was transformed into civil defense in connection with the development of weapons of mass destruction.
On July 31, 1956, by order of the head of the USSR Air Defense Forces N. P. Dudorov No. 2/493, the "Regulations on the USSR Air Defense Forces Incentive Badge" were approved and the "Excellent Air Defense Forces of the USSR" distinction badge was established. The badge was awarded to: personnel of air defense forces units, formations, headquarters, services, as well as air defense forces heads of facilities and public air defense instructors for active participation in events aimed at strengthening the air defense forces, for good and excellent performance in combat and political training of units and subdivisions, and for good organization and high-quality training of the population in air defense.”
