Dear Alexei,
the badge is tiny, and it looks beautiful at its actual size. It appears to be crude only when magnified. Especially when one looks at the reverse of the badge, the craftsmanship becomes obvious. Assuming that it is not officially manufactured and presented, who had the motivation to fabricate a real small specimen of golden KGB jewelry? I agree that this badge is mysterious. It could certainly be the recent fabrication of a good Russian jeweler to be worn in high society for a shock effect (or for nostalgic reasons :)).
